Tom Alspaugh will discuss the Department Energy Plan and the effort to update  of this Plan to include the Water Department and Green House Gas issues.  The talk will focus on current and future renewable energy projects,  energy conservation programs, energy data management functions and recent green house gas reporting to California Air Resources Board.  


Tom Alspaugh is a Senior Mechanical Engineer with the City of San Diego’s newly formed Public Utilities Department and leads its Energy Section.  Tom was named  Engineer of the Year by the Engineering Societies of San Diego County in 1998 and was selected by Water For People to do an in-country study on how to implement their sustainable drinking water and sanitation program in Ecuador’s small indigenous villages.   Tom has a BSME /COOP Degree from Tri-State College and is a PE with California and is a Certified Energy Manager and a Certified Carbon Reduction Manager by the Association of Energy Engineers .
